Introduction

This is the Publication Scheme for the Royal Commission on the Ancient and Historical Monuments of Wales (the Royal Commission), drawn up under Section 19 of the Freedom of Information Act 2000.

Royal Commission on the Ancient and Historical Monuments of Wales

The Royal Commission is constituted under Royal Warrant to compile and maintain a record of the archaeological, architectural and historical environment of Wales. Accordingly, the Royal Commission has a national role in the management of the archaeological, built and maritime heritage of Wales as the originator, curator and supplier of authoritative information for individual, corporate and governmental decision-makers, researchers and the general public. To this end it:

  • Surveys, interprets and records the man-made environment of Wales.
  • Compiles, maintains and curates the National Monuments Record of Wales.
  • Promotes an understanding of this information by all appropriate means.

Responsibility for the Scheme

The Head of Information Branch of the Royal Commission is the senior staff member responsible for the scheme on behalf of the organisation.

The Archive Manager: Gareth Edwards is responsible for maintenance of the scheme on a day to day basis.

The Purpose and Structure of the Publication Scheme

The purpose of this publication scheme is to set out:

  • The information we undertake to publish as a matter of course.
  • How this information will be published.
  • Whether the information is available free of charge or on payment.

In each case the classes of information that we commit to publishing are introduced by the words “We undertake to publish”. The classes are shown under headings and are listed in alphabetical order.

Obtaining Publications

The information we undertake to publish is available in several formats. Most documents are available as hard copy documents, although a few can only be accessed electronically. The majority are available via our web-site, and some can be downloaded from .PDF files. The format in which information is available will be clearly stated in the scheme.

The National Monuments Record of Wales is open to the public, and publications can be obtained by personal callers, the opening times are as follows:

  • 09:30 – 16:00 hrs (restricted service 13:00 – 14:00 hrs).
  • Monday to Friday, except for public holidays.

Classes of Information We Commit to Publish:

In alphabetical order:

Agendas, Papers and Minutes
We undertake to publish Commissioner’s Minutes: the agendas and minutes of the meetings of the Commissioners of the Royal Commission. These are available via the Royal Commission web-site, and a printed copy can be supplied on request.

Archive Datasets
We undertake to publish the NMR Electronic Archive Catalogue: a catalogue of the records held in the NMR Archive. Due to its size and nature, this is only available in full via the Royal Commission web-site, although it may be possible to supply printed sections on request.

Enabling Documents

We undertake to publish the Royal Warrant: the document that legally constitutes the Royal Commission and sets out its responsibilities. This is available via the Royal Commission web-site and a printed version can be supplied on request.

We undertake to publish the Mission Statement and Aims and Objectives: documents which set out what Royal Commission wishes to achieve and how it intends to achieve it. They are available via our web-site and a printed version can be supplied on request.

Heritage Datasets

We undertake to publish portions of the Core Site Database: the main database of the Royal Commission’s site and monument information. Due to its size and nature it is available only via the Royal Commission web-site, as part of the C A R N (Core Archaeological Record Index) system or the Chapels Database.

Planning and Strategy

We undertake to publish the Strategic Plan: the document that sets out the Royal Commission’s programme for the next three years. This is available via the Royal Commission’s web-site, and can be downloaded as a .PDF file. A printed copy can also be supplied on request.

We undertake to publish the Collecting Policy: the policy that governs acquisition of records for the N M R. This is available via our web-site and a printed version can be supplied on request.

We undertake to publish the Records Management Policy: the policy that governs Royal Commission produced records. A printed version can be supplied on request.

Printed Books

We undertake to publish printed books concerning various themes of Welsh archaeology, architecture and heritage. These are charged-for publications and prices and availability may vary.

We undertake to publish Job Vacancies: issued for staff recruitment purposes. These are available via the Royal Commission web-site and may be published via the local and national press.

Reporting

We undertake to publish an Annual Report: a report that summarises the activities of the Royal Commission over the previous year. This is available as a printed booklet, which can be supplied on request. It can also be accessed via the Royal Commission web-site and can be downloaded as a .PDF file.

We undertake to publish a News Letter: a quarterly publication called Cofnod that highlights various Royal Commission activities and events. This is available as a printed booklet, which can be supplied on request. It can also be accessed via the Royal Commission web-site and can be downloaded as a .PDF file.

We undertake to publish Occasional Reports: reports on various heritage topics and aspects of the Royal Commission’s work. These can be accessed via the Royal Commission web-site and printed copies can be supplied on request.
